Why one page is not enough

One page cannot rank in twenty places.

A service business that covers a region usually has one homepage with a list of suburbs at the bottom. Google does not rank that page for any of them. Meanwhile the competitor with a real page for each area, each service, and reviews attached to a verified business profile takes the map results and the organic results underneath. Local search is won by structure, and most sites have none.
